I haven't mentioned this before now, partly because it seemed so far off and a little unreal. Exactly one month from today, I will become a lecturer in modern European history in the School of Humanities at the University of New England (UNE), Armidale, New South Wales. Which is both very exciting and ever-so-slightly scary!

UNE is an interesting place for a number of reasons. It's one of the smaller Australian universities, but it's not really small: it has something like 17,000 students, though more than 80% are taught by distance education (and UNE has a strong reputation in online education). It's a regional university: Armidale is located up (elevation 982m) in the Northern Tablelands of NSW, about equidistant from Sydney and Brisbane. (New England is another name for the area -- hence UNE -- because it is supposedly like the American New England in that it has four distinct seasons, though winter seems to be the most distinctive...) With a population of around 20,000, even the relatively small on-campus student body in combination with the staff means that UNE makes up a big proportion of the town; it's the closest Australia comes to the American phenomenon of the college town. I haven't actually been to Armidale yet (my interview was by video), and it's not a part of the country I know very well (though some of my forebears came from up around there, and I once spent a summer at Coonabarabran, only a few hours' drive to the southwest). But by all accounts it's a beautiful area.

The humanities are strongly supported at UNE, from archaeology to peace studies. One of the School's strengths is in history. There are twelve historians currently listed on its staff page, and another six in classics and ancient history. And that's not including me, or two other positions which were advertised shortly after mine. So that's a decent size. The School offers everything from bachelor degrees (including one in historical inquiry and practice) to PhDs, and the units taught range from the Vikings to Cold War popular culture. I'll be teaching 19th and 20th (and even 21st) century European history: next year this will include the long 19th century and the First World War. First up, though, I'll be running a methodology unit and also working on adding some digital humanities to the curriculum.

I think this is a good first academic job. It's full-time, as opposed to part-time or casual, so I can devote my full energies to it. It's equal parts teaching and research, so I'll still be able to write and publish. I don't have much full-on lecturing to do (as opposed to coordination, marking, and curriculum development, as well as research and writing) until next year, so I'll have plenty of time to settle in and get used to being an academic. Admittedly, the position is only for 2.5 years, until the end of 2015, and is not tenure-track. So I'll be looking for work again in 2016. But a couple of years' worth of lecturing and academic experience on my CV (plus a few more publications) should make me more employable.

After more than three frustrating years on the job market and nearly three dozen job applications before this one without getting an interview, I'm conscious that I haven't made it... but at least I've made it this far!

While they only apply to journals published in the UK, the recommendations of the recent Finch Report on open access (OA) have some worrying implications for historians overseas as well as those working in the UK, especially if they are working independently of any institutional base. If adopted, they would mean doing away with the current subscription-based model of access to scholarly articles. Instead, articles published under what is known as Gold OA would be free for anyone to download (ideally, though there will likely be a transition period). The cost of publication would instead be covered by charges paid by the authors themselves, the so-called Article Processing Charge (APC). The Finch Report suggests an APC of £1450, and envisages that this would ultimately be borne by the universities who employ the authors, or by the granting bodies who fund them. The Cameron government has already accepted the recommendations of the Finch Report.

This is fantastic news for libraries, struggling with increasing subscription fees and reduced budgets. It would also make the results of research directly available to the wider public who currently need to pay a not-inconsiderable amount to download a scholarly article, unless they can get access through a public library. These two reasons, which provide much of the impetus for OA, are self-evidently good ones.

Independent historians (like me) will likewise benefit greatly from being able to freely download articles under Gold OA. But they will lose more than they gain. In general they cannot look to their employer to pay the APC for any work that they wish to publish in academic journals. Similarly, they are unlikely to have grant money to draw upon to cover the costs of publication. Most of the time, independent scholars would have to pay the APC out of their own pocket. It's already difficult enough, and expensive enough, to do academic-level research outside academia; adding a £1450 charge for the privilege of actually publishing that research will make it effectively impossible for many independent historians. Perhaps some funding could be set aside for non-academics to draw upon for APCs, but any such scheme would likely be competitive and would at best mean a lengthy delay in publication; at worst, it would mean that research that has passed (or is capable of passing) peer review would not get published. Or maybe the APC could simply be waived, but somebody would ultimately have to pay it: if it's the journal itself, that might make it harder for them to accept work from independent historians (though twenty-one leading UK history journals have already stated that 'all our decisions about publication will be taken regardless of whether an author is able to pay an APC or not').

There is also the impact on historians working outside the UK (again, like me), including those in academia. Research funding in the UK might be restructured around Gold OA, but it won't be elsewhere in the world. Historians working outside the UK quite likely wouldn't be able to draw upon universities or funding bodies to pay the APC. Even if they could, they might find it difficult to justify spending scarce funds to publish in the UK when they could publish somewhere else in the world. This is a problem for historians of Britain (yet again, like me) who naturally wish to publish in British history journals. But it's also a problem for historians working on other areas who might wish to publish in, for example, War in History, Journal of Strategic Studies, or First World War Studies.

If implemented, the recommendations of the Finch Report would open access to research from the point of view of the consumer, but it would perversely narrow access from the point of view of the producer. In the sciences, where nearly all academic research is fully funded or carried out in universities, Gold OA will work wonders. It may well do so in the humanities too, but the collateral damage will be much greater. What is to be done?

Sceptical responses to the Finch Report from learned societies and scholarly journals include: American Historical Association; British Academy; International Society of First World War Historians; Journal of Victorian Culture; Royal Historical Society; and, as previously noted, the collective response from a number of journals (including First World War Studies). Most heartening is Past & Present's position:

We want to state clearly and unequivocally that merit will be the sole determinant of Past & Present’s decisions to publish articles.

Whether an author can pay an APC or not will be irrelevant.

We will accept APCs and will also publish the articles of authors who cannot pay APCs. This means that all authors outside the UK and all within can continue to be published free of charge in Past & Present.

'Harvard by the Yarra' is actually the University of Melbourne, Australia (the Yarra being the major river hereabouts, though the university is not actually anywhere near it). Some wag coined the phrase to describe (and deride) the aspirations implicit in the Melbourne Model, a radical overhaul of undergraduate teaching announced in 2007. Instead of many specialised undergraduate courses, there are now (or soon will be) only six, which will be more general and will serve as feeders for professional postgraduate courses. So whereas students used to be able to enroll in a law or medicine degree straight out of high school, for example, they now must complete an undergraduate degree first. This is more like the US tertiary education system than the British one, which provided the model for the first Australian universities in the 19th century. Hence 'Harvard by the Yarra'.

But there's another similarity to Harvard. Melbourne, like most Australian universities is publicly-funded. However, like Harvard, it is a (relatively, in Australian terms) old and prestigious institution, and so it has also attracted a (again, in Australian terms) large endowment from various benefactors. You might think that this is a good thing to have in a global recession, but apparently not. A slump in the value of the university's investments combined with several other factors (for example, the loss of fees from local students) has lead to a budgetary crisis, and an announcement by the vice-chancellor of a plan to cut 220 full-time equivalent jobs over the next few years, about 3% of the total workforce, to fall on both academics and administrative staff.

This doesn't come at a good time for the Faculty of Arts, which has already been struggling to deal with its own deep budget deficits over the last couple of years. This is partly due to curriculum changes imposed by the Melbourne Model, but also to a shift in the way funds are allocated by the university. There has been much publicity about this in recent months, as Arts tried to reduce salary expenditure by encouraging academic staff to take early retirement or go on long-term leave without pay. It's lost about 65 academics through these measures. The School of Historical Studies, where I completed my PhD studies, has been the focus of much of this attention. What was perhaps the leading history department in Australia is being slowly strangled by the need to do more with less. And with the recent spate of bad news, a recovery in the near future seems unlikely.

The Research Quality Framework (RQF) was a proposal by the previous Australian federal government to introduce a set of metrics by which the research output of university departments can be measured. Something like the Research Assessment Exercise in Britain, certainly in principle (I don't know enough about either to say how alike they were in practice). The new federal government scrapped the RQF earlier this year. It's gone, dead, buried. Instead we're getting something called the Excellence in Research for Australia (ERA) Initiative, which is completely different, and much better. Personally, I think I preferred the RQF -- more interesting possibilities for backronyms there.

I don't really have an objection to this type of thing, in principle. But as everyone knows (including, I'm sure, those who devise them) performance metrics can lead to perverse incentives. The average length of time people have to wait for elective surgery would seem to be a good one for hospitals, but not if they start turning people away rather than hire more doctors or expand facilities in order to reduce this metric. Or even worse, start turning them out before they are fully recovered.

So the precise metrics used matter. And one of the ERA metrics seems to be causing a lot of concern: the ranking of journals, both international and Australian, in terms of quality. Publishing in high quality journals scores more highly than publishing in low quality journals, and in the end this presumably translates into more dollars. Seems fair enough on the face of it: obviously most historians would prefer to publish in high journals whenever possible anyway, with or without an ERA. But who decides which journal gets what rank?

The short answer is: not historians. The longer answer is the Australian Research Council (ARC), which is the peak body in this country for distributing research grants. In the first instance they are relying on journal impact factors (a measure of how often articles from a journal are cited by other journals), which at first glance would seem to discriminate against historians, for whom monographs are a hugely important means of publishing research. Maybe there's a way of correcting for that, I don't know. Anyway, there are four ranks, ranging from C at the bottom, through B and A, to A* at the top. [Spinal Tap reference here] A* is defined as follows:

Typically an A* journal would be one of the best in its field or subfield in which to publish and would typically cover the entire field/subfield. Virtually all papers they publish will be of a very high quality. These are journals where most of the work is important (it will really shape the field) and where researchers boast about getting accepted. Acceptance rates would typically be low and the editorial board would be dominated by field leaders, including many from top institutions.

This is supposed to represent the top 5% of all journals in a field or subfield. A is like A*, only less so, and represents the next 15%; B, the next 30%; C, the bottom 50%. I can see a danger for perverse incentives here, at least for Australian journals (international journals won't notice a couple of submissions more or less): C rank journals might get even fewer quality articles submitted to them, because these will be directed to the A*s, As and Bs first: how can they then hope to climb up to B? So ranking journals in this way not only measures the quality of journals, it might actually fix them in place: a self-fulfilling metric.

At least the ARC is seeking input from historians (and indeed, all researchers in Australia in all fields) about the proposed ranks, but what effect this will have is anyone's guess. The ARC has already extended the deadline for submissions from next week to mid-August, so they're clearly aware of the 'large interest' the journal ranks have aroused.
